Changes to Residential Rates

Under the proposed rate structure, the monthly fee for a typical residential customer would include a base rate of $5 for each dwelling unit, $2 for each 32-gallon green and blue bin and $25 for each 32-gallon black bin.

A typical 20-gallon black bin customer will see an increase from $21.49 to $24.94 per month. Charges for larger bins would increase in equal amounts for each 32-gallon increase in volume.

Current Residential Rates

Basic Monthly Residential Collection Rate

As of July 1, 2010, the basic monthly rate for the weekly collection of a 32-gallon container is $27.91. Collection rates are set to encourage recycling. The monthly collection charge is based on the black (trash) cart. The blue and green carts are picked up at no additional charge. If you recycle enough to consistently reduce your weekly trash volume to 20-gallons or less, you will be eligible for a 23% discount off the standard 32-gallon can rate.

Discounted Mini-Can Rate
The mini-can rate is designed for customers who generate 20-gallons or less of refuse every week. Customers who recycle all of their paper, bottles and cans in the blue cart, and compost their yard waste and food trimmings in the green cart are more likely to qualify for the 20-gallon can rate. Other ways to minimize the amount going into your trash cart is to reduce and reuse.

A 23% discount from the standard weekly rate for 32-gallon service is offered to customers who qualify. During the period of July 1, 2010 to June 30, 2013, the charges per month are $27.91 for a standard 32-gallon can and $21.49 for the discounted 20-gallon mini-can. Recycle more and pay less!

Lifeline Rate for Low-Income Residents
In San Francisco, low-income households may be eligible for a 25% discount on their basic trash collection rate. Depending on household size and total annual income, your household may be eligible for the new discounted rate.

The discounted rates, called "Lifeline Rates", are in effect now. For the July 1, 2010 to June 30, 2013 rate year the Lifeline rates approved by the Rate Board are: $20.66 per month for households that use a 32-gallon cart for trash and $16.12 per month for households that recycle enough to require only a 20-gallon cart for trash. All households receive the same high-quality trash collection and recycling service, regardless of the rate they pay.

San Francisco's trash collection rates are designed to enable the city to meet State-mandated recycling and waste reduction requirements. Collection of recyclables is included in all residential service at no extra charge.

The new rate will appear on your next bill after we receive your completed and signed application and your eligibility is confirmed.

What are the rates?
There are two Lifeline Rates: a 32-gallon rate and a 20-gallon rate.

  • The standard Lifeline Rate is for customers who use a 32-gallon trash cart.
  • The Lifeline Mini-Can Rate is for customers who use the small, 20-gallon trash cart.

For the July 1, 2010 to June 30, 2013 rate year, the Lifeline Rates set by the Rate Board are as follows:

In addition to the applicant's income eligibility, the address on the applications must be where the household lives for more than half the year (not the second home), and the applicant cannot be claimed on another person's income tax return.

If an eligible household receives multi-can service, the Lifeline Rate is applicable to only one can.

Does a Lifeline Rate alter my service?
No. Your collection day and cart will remain the same. Place your carts and recyclables curbside as always and enjoy the savings. Note: Collection of trash, recyclable, and compostable items is included in all residential service, regardless of rate.

If I don't qualify for a Lifeline Rate, can I still reduce my collection costs?
The only way to reduce your collection costs is to generate less. By recycling more, you may be able to reduce the amount of trash generated and reduce your cart size. The minimum service is one 20-gallon cart collected weekly with a monthly rate of $21.49.

Don't qualify for the Lifeline Rate but still want to reduce your bill?
Try recycling more! Through aggressive recycling and composting you can reduce your bill. Depending on your service level, recycling more may help you reduce the size of your trash cart - thereby reducing your bill.

We offer a 20-gallon mini-can rate for customers who generate 20-gallons or less of weekly refuse.
Customers who recycle their waste, reuse discarded items, or do not generate a large amount of refuse each week may qualify. You may achieve this lower level of generation by participating in the recycling and organic collection programs offered by Recology Sunset Scavenger. An example of reducing waste would be purchasing items in bulk and eliminating packaging, which would normally be disposed of in the weekly refuse collection. A 23% discount from the standard weekly rate for 32-gallon service is offered for customers qualifying for the mini-can rate. During the period of July 1, 2010 to June 30, 2013, the charges per month are $27.91 for a standard 32-gallon can rate and $21.49 for the discounted 20-gallon mini-can rate.

Apartment Buildings

Changes to Rates for Apartment Buildings with 6+ units

The plan includes a $5 residential base rate applied to each dwelling unit and a diversion discount of up to 75 percent of each bill starting at 10 percent diversion and up to 85 percent of diversion.

Any increase will be capped at 25 percent for the first year and 50 percent through the second year to allow buildings time in order to allow customers time to embrace the structural changes.

Charges for premium services (such as distance charges) will be applied equally to trash, recycling, and composting.

Commercial customers’ fixed rate will move from 5 percent to 10 percent. The plan includes a diversion discount of up to 75 percent of each bill starting at 10 percent diversion and up to 85 percent of diversion.

The Uniform Commercial Rate Structure

On July 1, 2006, the City of San Francisco implemented a commercial rate structure that creates discounts for businesses based on their diversion rate. Under the Uniform Commercial Rate Structure, rates charged for all commercial refuse and recycling collection services are based on a single set of rate tables that do not differentiate between the types of commercial collection services.

The Uniform Commercial Rate Structure includes base and variable rates and a recycling incentive program.

  • The base rate covers fixed system costs.
  • The variable rate is based on the service volume for refuse, recycling and composting collection.

Under the Uniform Commercial Rate Structure the fixed costs remain constant and the variable rate is discounted in proportion to the percent of service volume that is diverted from the landfill, up to 75 percent. 

The recycling incentive program is the mechanism used to determine the actual customer-specific diversion rates. A recycling incentive is calculated from a customer's actual diversion rate. The incentive is applied to the variable portion of the refuse and recycling bill. The maximum incentive allowed is 75 percent.

Participation Requirements

Businesses that participate in the recycling incentive program and are eligible for discounts under this program must separate their waste stream into two or three distinct components and make all recycling tonnage they produce available for collection by Recology Golden Gate or Recology Sunset Scavenger.

Customers participating in this program must consistently produce:

  1. Mixed, or commingled recyclables (bottles, cans and paper), that is relatively free of contamination
  2. Compostable materials (food scraps, soiled paper and yard trimmings), if applicable, and
  3. Non-recyclable, non-compostable material.

ATTENT03Customers must actively do their part to keep their mixed recycling (bottles, cans and paper) contamination-free. No more than 5 percent of non-recyclable material or items that are potentially recyclable but cannot be easily marketed are allowed in the recycling bin. Items that are considered prohibitive cause recycled bales to be immediately rejected at secondary recycling facilities (paper mills, etc.) and are not acceptable in any amount include: non-recyclable trash, medical waste, universal waste and hazardous waste.

If a commercial customer cannot consistently produce a relatively contaminant free stream of mixed recyclables, their participation in the program may be suspended and/or terminated. Prior to suspension and, or termination, the collection company (Recology Golden Gate or Recology Sunset Scavenger) will provide written notification identifying the contaminants and a reasonable period of time will be provided for the customer to eliminate the contamination.

While we understand that not every commercial customer may be able to participate in the recycling incentive program, we maintain a discount of up to 10 percent for commercial customers that participate in the clear-bag program whereby recyclables are commingled with trash in clear plastic bags.

What is required to obtain the discount?

Commercial customer can use the Apartment Rate Calculator to analyze their monthly bill. The calculator allows them to decide on the bin size they need for the amount of recycling they would like to pursue. The calculator shows each commercial customer the amount that could be discounted from their monthly bill.

What is Your Commitment?

When you establish or increase your business recycling plan, it is your business's responsibility to implement and manage the program as it was designed. Recology can help in many ways, including providing outreach and education materials, and other assistance as needed.

ATTENTIONContamination in recycling and compost reduces the value of the materials, makes our resource recovery efforts ineffective and prevents us from achieving zero waste. If non-recyclable trash is mixed with recyclables in a cart, bin and/or compactor, the recyclables are disposed of in a landfill with the trash. Therefore, contamination jeopardizes your discount and your continued participation in the program.
